Program Integrity & Purpose

The GO-FOR-GROWTH Program is a structured, transparent, and legally grounded citizenship and permanent residency program, designed to align with President Julius Maada Bio's commitment to encouraging Foreign Direct Investment and built to foster genuine economic participation by all new citizens specially naturalising under the program.

FINANCIAL MEANS & PERSONAL DUE DILIGENCE

The Special Naturalisation protocol requires that each main applicant is a person of sufficient means, with adequate financial resources, assets, or income to support themselves independently.

This requirement is satisfied through applicant self-declaration as part of the application process. No fixed net worth threshold is prescribed, and applicants are not required to provided documentary proof of financial standing

Instead, the program’s due diligence process undertaken by Harod Associates Ltd (UK) is designed to assess an applicant’s overall security and financial profile using a combination of publicly available information and independent verification methods.

In certain cases, our due diligence partner may request limited additional supporting documentation to complete a satisfactory assessment.

THE LAW & APPLICATION PROCESS

  1. Statutory Authority: Sections 8, 23, and 27(A) of the Sierra Leone Citizenship Act as amended apply. Due to historical lack of reliable residence data, standard physical residence requirements under Section 8 (8 years for persons of "negro-African descent" under the Second Schedule; 15 years for non-Africans under the Third Schedule) are effectively unenforceable and operationally bypassed. Moreover, in line with the Privy Council ruling in Akar v. Attorney-General of Sierra Leone [1969] 3 All ER 1142, racial qualification is unconstitutional. Consequently, GO-FOR-GROWTH presently relies on executive statutory authority: • Section 23: Grants the Minister of Internal Affairs unfettered, unchallengeable discretion to grant naturalisation without assigning reasons and the Chief Immigration Officer’s certificate of qualifying residence is final. • Section 27(A): Exercises presidential regulatory powers to establish the Special Naturalisation route.

  1. Complete Diligence and Secure Naturalisation Committee Approvall: The applicant undergoes multi-tiered background vetting. Once cleared, the dossier is submitted to the Naturalisation Committee for formal review and final approval. The date of this committee approval forms the statutory baseline date for the legal grant of citizenship.

  1. Issue CIO Letter of Naturalisation and Expedited Passport: Interim status issued within approximately 60 days. Upon committee approval, the Chief Immigration Officer (CIO) issues a Letter of Naturalisation. • This letter serves as interim legal proof of citizenship status. • Under the CIO’s final statutory authority over immigration records, this interim status enables the expedited issuance of the Sierra Leone passport within approximately 60 days.

  1. Issue Presidential Certificate of Naturalisation: Personally signed as of Naturalisation Committee approval date. The formal Certificate of Naturalisation is submitted to the President of Sierra Leone for personal signature. When executed, the Certificate reflects the date of the CIO Letter, which corresponds directly to the original Naturalisation Committee approval date.

  1. Transition to the Codified Regime via the Amendment Bill: 60-month statutory grandfathering protection. The upcoming Citizenship Act Amendment Bill will codify the Special Naturalisation framework into permanent primary legislation: • Economic Equivalence: Deems approved economic contributions as satisfying the Section 8 residency test under a standardized, non-discriminatory Second Schedule. • Grandfathering Clause: Applies a 60-month (5-year) retrospective protection window. All citizenships issued under the current ministerial executive process are protected under the rules under which they were granted, and automatically inherit the full statutory rights, protections, and privileges of the amended Act upon passage.

STANDARDS

The GO-FOR-GROWTH Program operates with three non-negotiable pillars:

• Consistency - One program, one framework, equal treatment for all applicants.
• Transparency - Clear rules, documented processes, and no out-of-program arrangements.
• Integrity - This is a long-term, investment-aligned program designed with a genuine economic purpose.

These standards protect partners, clients, and the reputation of the program itself.

This balance is what gives GO-FOR-GROWTH long-term credibility and distinguishes it from transactional, low-integrity models found elsewhere.

GO-FOR-GROWTH is unique and designed to be perfectly fit for purpose.

  • Legally grounded
  • Consistently implemented
  • Impervious to interpretation
  • Insulated from “special arrangements”

GO-FOR-GROWTH provide applicants a clear pathway to citizenship through a consistent, compliant framework, with an optional incorporated company - a genuine investment-ready vehicle - to invest in the African story.

What individuals choose to build with these tools differs from person to person, but the tools themselves are real, with the foundation intact.

This program is only as strong as the integrity with which it is managed.

Our structure is firm.
Our standards are deliberate.
Our message is consistent.
And the tools we provide are real, meaningful, and aligned with Sierra Leone’s national development vision.

The GO-FOR-GROWTH Program is supported by a network of professional advisers, legal practitioners and service providers operating within their respective jurisdictions. Where appropriate, standard corporate documentation relating to program entities is made available through our Document Hub.

Our objective is to ensure that Official Partners and Direct Applicants have access to consistent information, while protecting confidential information and respecting the legal and professional obligations of the organisations involved.

Prospective applicants are, of course, encouraged to conduct their own due diligence.

Supporting corporate documentation, governance documents and standard program forms are available online, and you are encouraged to make use of these resources when responding to applicant enquiries or conducting your own familiarisation with the GO-FOR-GROWTH Program
