GO-FOR-GROWTH is Sierra Leone’s investment-migration initiative offering four citizenship products and a single standalone Permanent Residency product:
The Program combines independently reviewed applications, escrow arrangements, digital case management and opportunities for economic participation in Sierra Leone. Applicable dependant, Plus One, Business Partner and other charges are detailed in the dedicated product FAQs above.
The initiative was developed in support of Sierra Leone’s national development ambitions and its policy of attracting responsible foreign direct investment, productive commercial activity and sustained international engagement. It is intended to create a structured relationship between qualified applicants and Sierra Leone rather than operate merely as a travel-document transaction.
The Program combines specialist naturalisation pathways, a standalone Permanent Residency route, independent due diligence, an online application hub and—where included in the selected product—assistance with Sierra Leone company incorporation and corporate banking.
Its distinctive emphasis is on economic participation, efficient administration and connections with Sierra Leone’s business community. Specific features differ by product.
Yes. The Program followed an initial pilot phase and has since moved into active application processing. The original pilot involved 13 special naturalisations, including family members.
Applications are assessed under the legal and administrative framework in force at the time, with legislative developments monitored as they progress.
Yes. GO-FOR-GROWTH offers one standalone Permanent Residency product, with the following fees:
The PR product also offers an option to establish a Sierra Leone-incorporated company and corporate bank account. It is separate from the four citizenship products, and no alternative asset-purchase PR package is being offered.
The governing legislation is the Sierra Leone Citizenship Act, 1973 (Act No. 4 of 1973), as amended. The existing statutory framework includes:
Under the Program’s Special Naturalisation procedure, the Chief Immigration Officer coordinates the official process following due diligence and review by the Naturalisation Committee. A Letter of Naturalisation may be issued before the final presidentially signed Certificate of Naturalisation.
Applicants should refer to the current government instruments and independent Sierra Leone legal advice for the precise operative basis of their grant. Passport issuance and National Identity Card biometric enrolment follow the procedures in force at the time.
The Program materials describe proposed changes intended to place special naturalisation on a more permanent legislative footing, including:
These are described as proposals, not enacted rights. Their text, commencement dates and legal effect must be confirmed against official legislation before publication or reliance.
The Special Naturalisation Protocol is the administrative procedure used to receive, scrutinise and progress qualifying applications under Sierra Leone’s existing citizenship framework while further reforms are considered. The original Program materials record confirmation of the protocol by the Chief Immigration Officer on 21 October 2025.
It is not a substitute for the governing statute or an unconditional guarantee of approval.
The Program is intended for qualifying applicants from a broad range of nationalities. The original eligibility guidance excludes North Korean nationals.
All applicants remain subject to nationality-specific rules, international sanctions screening, background checks and approval by the competent Sierra Leone authorities. Nationality eligibility should be checked before paying any fees. Currently only citizens from North Korea are unable to apply.
There are separate citizenship participation arrangements:
Separately, the single Permanent Residency product allows a PR Plus One for USD 5,000. This PR fee must not be confused with the citizenship Plus One fee. Solo Entrepreneur Citizenship remains a one-person product without dependants.
Applications involving multiple spouses or extended family structures may be considered, subject to Sierra Leone law, documentary evidence of family relationships, age limits, immigration eligibility and approval.
The family composition must be disclosed fully at the outset so that all dependants can be correctly assessed and priced.
Program payments are deposited with an escrow service provider operating under the applicable contractual and regulatory arrangements in West Africa or Hong Kong. The escrow agreement governs release of funds following due-diligence clearance and the relevant official approval milestone. Applicants receive the escrow instructions and agreement before remitting funds.
Where an application is refused, the escrow provider processes any refund in accordance with the signed agreement and the published refund terms. Due-diligence charges, administrative expenses and other specifically disclosed non-refundable costs may be deducted. The precise amount depends on the stage of the case and the applicable contract.
Independent third-party screening is undertaken by Harod Associates Ltd, a UK investigative and compliance services provider engaged for investment-migration due diligence. The screening provider, rather than GO-FOR-GROWTH, makes the independent findings.
Checks may include:
Additional enquiries may be made where necessary.
Allow approximately two weeks for routine third-party due diligence after a complete file has been received. Complex ownership structures, multiple jurisdictions or requests for further documents can extend the review.
Harod was selected for its experience with international citizenship and residency screening. The original Program materials describe more than 2,000 relevant cases, a 15% high-risk identification rate and IMC-certified investigators. These credentials should be reconfirmed before being used in current promotional material.
The application and case-management process is designed to operate remotely through the secure Application Hub, including document upload, online identity checks and Zoom-based notarial appointments. Applicants may complete declarations and the Oath of Allegiance remotely where accepted by the responsible authorities.
Certain subsequent services—notably National Identity Card biometrics and any newly introduced passport biometrics—may require physical attendance or an authorised collection centre.
A typical citizenship case follows these stages:
Permanent Residency follows its own approval and residence-document process.
Indicative government processing periods, assuming a complete application and normal governmental processing:
Solo Entrepreneur and Enterprise Citizenship timelines should be confirmed in the current product quotation. These periods are estimates, not guarantees.
Priority Processing is a separate USD 10,000 per-case concierge service that prioritises preparation and submission stages within GO-FOR-GROWTH’s control; it cannot accelerate or guarantee a government decision.
The final Certificate of Naturalisation is signed by the President of Sierra Leone. The Chief Immigration Officer issues the relevant official correspondence at the appropriate intermediate stage, following the required government review.
Where company establishment and banking support form part of the selected package, these services give the new citizen a practical platform for legitimate business, investment and commercial engagement in Sierra Leone. They are intended to provide economic substance and are not a prerequisite that every recipient actively trades.
Where these services are included, the company's establishment documents and bank-account activation or signatory arrangements are progressed around the official approval stage, subject to corporate and bank KYC requirements.
Final control, documentation and any handover timetable depend on the chosen package and the bank's independent approval. The issue of a Letter of Approval does not itself guarantee that a bank account has already opened.
The Program encourages responsible investment in:
All projects must comply with the relevant Sierra Leone laws, permits and investment rules.
The Program's position is that naturalisations lawfully granted under the applicable framework remain legally effective. Any statutory transitional protection should be confirmed by Sierra Leone counsel against the final enacted text.
Applicants should retain their original government documents and obtain independent advice where the effect of a later amendment is material.
If enacted as proposed, amendments are intended to give special naturalisation an express, enduring statutory and regulatory framework.
Until enacted, applicants must rely on the law and official procedures currently in force, not on an anticipated legislative outcome.
Integrity safeguards include:
No intermediary can override an adverse due-diligence finding or compel government approval.
Yes. As with citizenship granted through other pathways, citizenship obtained through fraud, deliberate misrepresentation or concealment of material facts may be challenged or revoked in accordance with applicable law and due process.
Sierra Leone can benefit from development contributions, productive investment, new companies, professional networks, international commercial relationships and closer diaspora engagement.
For applicants, a lawful citizenship grant can also bring the privileges of Sierra Leonean nationality, including regional rights subject to the applicable rules.
Applicants and Official Partners may use the secure online Application Hub, structured document collection, stage-based application tracking, AI-assisted voice or chat guidance, and remote identity-certification and notarial appointments where applicable.
Official Partner interfaces and other concierge support are available according to the relevant service arrangement.
Applicant information is handled under confidentiality and data-protection procedures designed around principles such as purpose limitation, appropriate access controls and secure disclosure.
Information must be shared with authorised government bodies, escrow providers and third-party due-diligence firms where necessary. The Program aims to follow GDPR-aligned standards where relevant, but confidentiality is not absolute and lawful disclosure obligations remain.
GO-FOR-GROWTH combines:
Product inclusions differ and are governed by the current written terms.
GO-FOR-GROWTH offers one standalone Permanent Residency product, not alternative PR arrangements.
An option for Sierra Leone company incorporation and corporate bank-account establishment is available. The indicative processing period is approximately 40 days, subject to complete documentation, due diligence and government review.
A subsequent citizenship application may be explored but is not an automatic conversion.
Payments are protected through the agreed escrow release and refund arrangements during processing.
Once Permanent Residency is granted, its continuation and renewal are governed by Sierra Leone law and the conditions attached to the status. Changes in law, government policy or personal eligibility may affect future arrangements; no Program can guarantee immunity from a change of government or legislation.
Applicants should distinguish escrow protection from a guarantee of future immigration rights.
Successful PR applicants should receive the appropriate government approval evidence and Permanent Residency documentation, together with payment and escrow records required by their contract.
The form and timing of official documentation depend on the procedures in force at issuance. GO-FOR-GROWTH does not treat ownership of a separate physical asset as part of the PR application.
Citizenship or Permanent Residency can raise questions about tax residence, income, assets and existing obligations in other countries, but the outcome depends on the applicant's circumstances.
GO-FOR-GROWTH does not assess or advise on those tax consequences. All such enquiries are referred to PKF Mason Hill (PKF Sierra Leone), with overseas professional advice where required.
The four citizenship products are:
Fast Track and Heritage allow a Plus One at USD 30,000. Applicable third-party due-diligence and other fees are separate. Only a successful government grant of citizenship may result in a Sierra Leone passport.
An individual who first obtains Permanent Residency may later explore a citizenship application if eligible.
The citizenship application is a separate government process and is not an automatic conversion or guaranteed right. Any recognition of prior PR participation, contribution credit or fee adjustment must be expressly confirmed in the current written terms.
No. Sierra Leonean citizenship and Permanent Residency are different statuses.
Sierra Leone citizens may benefit from ECOWAS free-movement, residence and establishment protocols, subject to each destination country's implementation and documentary requirements. A Sierra Leone PR card alone does not make its holder a Sierra Leone citizen or automatically confer ECOWAS citizenship privileges.
The current ECOWAS members are Benin, Cabo Verde, Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Nigeria, Senegal, Sierra Leone and Togo. Burkina Faso, Mali and Niger formally withdrew on 29 January 2025, although transitional mobility arrangements have applied.
Applicants should check current destination-country rules before travel or relocation.
The GO-FOR-GROWTH CLUB is the Program's relationship and engagement platform for qualifying citizens, Permanent Residents and invited members. Its intended value includes:
Membership benefits, eligibility, term and any charges are defined by the club's current terms rather than by a separate asset-purchase entitlement.
Fees depend on the selected product and the agreed written quotation.
Independent third-party due diligence is charged separately. Optional services, including USD 10,000 per-case Priority Processing, name changes or Tax Residency Certificate support, may incur additional charges.
Inclusions, government charges and disbursements are governed by the product quotation.
The Program's principal policy rationales are:
Solo Entrepreneur Citizenship is designed for one individual applying alone, without dependants.
It provides a dedicated route to Sierra Leonean citizenship via Special Naturalisation for applicants who do not need to include family members or another applicant.
Enterprise Citizenship is designed for two people applying together: one Main Applicant and one Business Partner. It is particularly suitable for business partners, co-investors or two unrelated individuals who wish to apply for Sierra Leonean citizenship together under the same application structure.
If separate notary sessions or separate payment structures are required, the second payment will be facilitated through the generation of a Fee Note.
Dependants cannot be added to an Enterprise Citizenship application.
Fast Track Citizenship is GO-FOR-GROWTH's principal and flagship citizenship route for applicants who wish to include family members and other qualifying dependants.
Fast Track Citizenship does not require the applicant to establish African ancestry.
Heritage Citizenship is a dedicated pathway for qualifying applicants who can establish African ancestry, either through citizenship in continental Africa or via a DNA test.
Heritage applications are processed through Sierra Leone's Special Naturalisation framework.
The Plus One allows a Main Applicant under the Fast Track or Heritage Citizenship programs to include one additional adult who does not need to be a family member. The Plus One is a dependant. No proof of a familial relationship is required, so the Plus One may be a friend, business associate, co-investor or another unrelated person.
The difference between a Plus One and the Enterprise Business Partner option is the program structure. Under Enterprise Citizenship, the Main Applicant and Business Partner apply together under the dedicated two-person Enterprise route. Under Fast Track or Heritage Citizenship, the Plus One is added to the Main Applicant's wider application, which may also include qualifying family members and dependants.
For applicants who do not wish to proceed directly to citizenship, GO-FOR-GROWTH offers a single Permanent Residency option.
Permanent Residency also includes the option of establishing a Sierra Leone incorporated company and corporate bank account. Permanent Residents may subsequently explore an upgrade to Citizenship via Special Naturalisation, subject to the GO-FOR-GROWTH Terms & Conditions and the eligibility requirements applicable at that time.
Priority Processing is an expedited concierge service for applicants who want their application prepared, coordinated and progressed through the GO-FOR-GROWTH operational process as efficiently as possible. It is designed for clients who value enhanced attention, active coordination and speed.
A Priority Processing application receives enhanced operational attention from our team. We actively coordinate documentation, certification, notarisation and other application requirements, monitor outstanding items, work with the applicant and Official Partner to resolve issues promptly, and progress the file towards submission without unnecessary administrative delay.
No. Priority Processing accelerates and prioritises the stages that are within the control of GO-FOR-GROWTH. It does not guarantee approval and cannot determine the processing time or decision of the Sierra Leone Immigration Department or other government authorities. Government review and approval remain entirely outside our control.
The applicant must cooperate fully with the expedited process. Required documents must be made available promptly, the applicable funds must be paid into Escrow within the required timeframe, and applicants must be available for the necessary online notarial appointment. Priority Processing works best where the applicant and Official Partner are able to respond quickly to outstanding requirements.
Priority Processing is available for a fixed concierge fee of USD 10,000 per application, in addition to the normal program fees and applicable third-party costs. The fee is charged against the Main Applicant but covers the Priority Processing service for the complete case file and all applicants included within it.
Once the application is complete and compliant, our objective is to make it submission-ready as quickly as reasonably possible. Priority files can then be prepared for small-batch submission by special request to the Sierra Leone Immigration Department, helping minimise avoidable administrative delays before the application reaches the government processing stage.
Third-party due diligence is an independent assessment of identity, criminal and regulatory history, financial credibility and other risk indicators. It helps the Program and the government identify applicants who do not satisfy applicable integrity and eligibility standards.
It protects Sierra Leone, applicants and participating partners by screening for sanctions risks, financial crime, misrepresentation, adverse legal histories and reputational concerns.
Completion of due diligence does not remove the authorities’ discretion to request further evidence or refuse an application.
Harod Associates conducts the independent screening under the current Program arrangements.
GO-FOR-GROWTH coordinates the submission of authorised applicant information but does not determine or influence Harod’s investigative findings. Any change in the appointed provider will be notified through official Program channels.
Every applicant aged 18 or over must undergo the prescribed independent screening.
Children’s details and relationships are still verified as part of their family applications, with additional checks where required.
Applicants supply identity and civil-status documents, their application information and any financial, professional or supporting materials specifically requested.
The provider may verify public records and ask for explanations or evidence concerning income, ownership structures, sources of wealth or unusual transactions.
No. Independent due-diligence fees are separate from the published citizenship or Permanent Residency product contribution.
Payment is governed by the escrow and service arrangements. Due-diligence work that has been undertaken is ordinarily non-refundable, even if the application does not proceed.
The fee scale in the existing Program materials is:
These are third-party due-diligence fees, not citizenship or PR contributions; the currently issued invoice and rate card prevail if charges have changed.
For a straightforward and complete file, the third-party screening usually takes approximately two weeks.
International record availability, complex corporate holdings and supplementary enquiries can lengthen the process.
Yes. An additional document or explanation may be sought where the screening provider cannot independently confirm identity, employment, corporate ownership, financial history or another material fact.
Applicants should respond promptly, as unresolved questions may delay or prevent a satisfactory due-diligence finding.
The Program does not impose a fixed cap on the number of other nationalities a qualifying applicant already holds, and Sierra Leone generally permits multiple nationality in the relevant framework.
Applicants must independently check whether their existing country or countries permit dual or multiple citizenship, impose notification or renunciation duties, or have other legal consequences.
If an applicant voluntarily withdraws before completion, the refund is determined by the signed escrow agreement and the current GO-FOR-GROWTH Refund Policy, with deductions for any stated non-refundable due-diligence, professional and administrative costs.
The refund provisions should be read and accepted before payment. The current policy is supplied with the application and escrow documentation.
Applicants remit the agreed funds to the nominated independent escrow account in accordance with the written instructions. Release to the authorised Program recipients occurs only when the escrow agreement’s defined conditions are met, including the applicable government approval milestone.
Refunds and allowable deductions are controlled by that same agreement.
Applicants should not transfer money to a different beneficiary based on informal messages or unverifiable instructions. The escrow agreement and authorised payment instructions are supplied through the official Application Hub.
After escrow receipt and satisfactory independent due diligence, the applicant is invited to a remote certification and notarial appointment. The notary verifies identity, compares original documents with the uploaded copies, and witnesses the required declarations and application documents, including the Oath of Allegiance for applicants aged 18 or older where applicable.
The usual appointment lasts 30–60 minutes. The applicant should have original identity and civil documents available and follow the appointment instructions.
The current appointment instructions are provided through the secure Application Hub.
Sierra Leone passport holders can travel to many destinations under visa-free, visa-on-arrival, electronic-authorisation or advance-visa arrangements, depending on the country. These permissions change, and a passport does not itself confer entry.
Before booking, consult the destination government, its embassy or consulate, and the airline’s current entry-document requirements. ECOWAS mobility rights are discussed separately above.
Sierra Leone company incorporation and, where applicable, corporate banking support are offered to help newly approved participants establish a credible local business presence and contribute to foreign direct investment.
The company is an optional service or package inclusion, as specified in the selected GO-FOR-GROWTH product; it should not be assumed to accompany every citizenship or PR application.
Where company incorporation is expressly included in the applicant’s package, the initial incorporation assistance and specified first-year registered-office or nominee services do not carry an additional Program charge.
Bank onboarding remains subject to independent bank approval. Any work outside the package, as well as future maintenance or advisory services, is quoted separately.
After the included first and second years (the second year being paid in advance), the company must maintain its registrations and meet applicable annual compliance obligations.
Where GO-FOR-GROWTH’s service partners provide registered-office and nominee maintenance, the stated annual package price has been USD 2,500; the current renewal quotation and actual government fees should be checked before renewal.
Yes. Applicants may propose a company name, subject to registry availability, compliance with Sierra Leone naming rules and approval of the incorporation documentation.
The principal options are a Sierra Leone-incorporated company and registration of a branch of an existing foreign company.
Both can be arranged with remote document preparation, though local registration, licensing, beneficial-ownership and banking requirements still apply.
The incorporation guidance accompanying the original Program specifies a minimum of two shareholders, who may be individuals or corporate entities.
The exact current requirement should be reconfirmed for the chosen legal form before the documents are signed.
The original incorporation guidance specifies at least two directors, including a Sierra Leone-resident director meeting the relevant local qualification requirements, with nominee services available.
Because local director qualifications may be amended or depend on the entity type, the precise current threshold should be confirmed with Sierra Leone corporate counsel.
Yes. The Program’s standard Sierra Leone company-incorporation arrangement provides for a company secretary, which can be supplied through an approved corporate-service provider where needed.
Yes. A registered office address in Sierra Leone is required for the local company. The first and second year’s registered-office arrangement may be included in the relevant incorporation package, with annual fees thereafter.
Routine local incorporation documentation has generally been prepared and completed in around five to ten working days once all shareholder, director and compliance documents are in order.
Bank-account opening may require additional time.
Yes. A foreign corporation can generally register a Sierra Leone branch with its constitutional documents, applicable resolutions, director details and a local service address.
The original guidance estimates approximately 30 days for registration, depending on registry processing and supporting documentation.
Yes. Share capital may generally be set to suit the lawful business structure and may be increased or reorganised where permitted.
Regulatory capital minima can apply to specific activities or licensed sectors.
Yes. Companies must record and disclose beneficial ownership as required by applicable Sierra Leone company and anti-money-laundering rules.
Nominee arrangements do not remove the obligation to identify the ultimate beneficial owner.
A corporate bank-account application may require company tax-registration information as part of the bank's onboarding process. The bank decides what documents it requires.
GO-FOR-GROWTH can explain the Program's account-opening workflow; questions about the legal tax-registration obligations or tax consequences are referred to PKF Mason Hill (PKF Sierra Leone).
Corporate and personal banks may request different tax-identification documents. The relevant bank will confirm its onboarding checklist.
Any question about whether an individual or company must obtain a TIN under tax law is referred to PKF Mason Hill (PKF Sierra Leone).
Administrative charges and documentation for obtaining a tax identification number should be confirmed with the relevant authority or service provider.
For advice on whether a TIN is required, any associated tax obligation or the correct tax-registration treatment, GO-FOR-GROWTH refers clients to PKF Mason Hill (PKF Sierra Leone).
Company incorporation and individual tax registration are distinct processes, and a company TIN does not necessarily establish a director's or shareholder's personal registration status.
For an assessment of individual or corporate tax-registration obligations, GO-FOR-GROWTH refers the question to PKF Mason Hill (PKF Sierra Leone).
The Special Naturalisation Protocol expects the main applicant to be of sufficient means and able to support themselves and any dependants.
The exact financial assessment and any minimum contribution are determined by the selected citizenship product and the competent authorities; there should not be an assumption of a universally published personal-net-worth threshold.
Our due diligence provider is tasked with assessing the net worth of the main applicant.
A separate net-worth statement or comprehensive asset file is not generally demanded at the initial upload stage under the existing procedures.
Applicants must nevertheless answer all financial declarations accurately, demonstrate the ability to meet the Program contribution and provide supporting documents if requested by the due-diligence provider or authorities.
The independent screening process can review publicly available corporate, property and professional information before seeking more detailed financial evidence.
This reduces routine paperwork but does not eliminate the requirement to establish sufficient means or a credible source of funds where questioned.
The screening provider may assess ownership of companies, property interests, professional activity and other publicly documented financial information.
Where these indicators are insufficient or inconsistent, the applicant can be asked to provide bank records, contracts, accounts, tax evidence or other substantiation.
The legal change-of-name option is quoted at USD 10,000 for the principal applicant. The original family pricing guidance lists USD 1,000 for each additional family applicant, subject to confirmation on the current quotation.
On that stated basis, one principal applicant and two accompanying family applicants would total USD 12,000, not USD 13,000.
All requested name changes are subject to the applicable civil-registration and passport procedures.
The Tax Residency Certificate (TRC) option is an administrative service separate from the citizenship and Permanent Residency products.
GO-FOR-GROWTH can coordinate the application or renewal process where offered, but cannot determine eligibility, tax residency or required tax contributions.
All questions about TRC eligibility, annual tax obligations, renewal requirements and tax consequences are referred to PKF Mason Hill (PKF Sierra Leone). Current service and government charges must be confirmed in the written quotation.
Tax residency and exposure to taxation of worldwide income depend on the applicable legislation and the applicant's specific circumstances.
A Tax Residency Certificate should not be treated as a general exemption or substitute for professional advice. GO-FOR-GROWTH refers all questions on residency tests, worldwide income and TRC tax consequences to PKF Mason Hill (PKF Sierra Leone).
No. The Program does not issue artificial residential leases, utility bills or other documents implying residence where no real residence exists.
Company-incorporation support may provide legitimate corporate substance such as a registered office or nominee services where lawful, but that is not evidence of the individual's personal residential address.
Personal residential documentation is not ordinarily part of the citizenship package.
A separate police clearance certificate is not a standard initial requirement for the Fast-Track Citizenship route under the current application guidance.
Independent criminal-background screening is still mandatory for adults, and the authorities may request a Certificate of No Criminal Conviction or equivalent record in individual cases. Where a Hong Kong police certificate is required, the applicant must follow the relevant police and government procedures.
A recent HSBC Hong Kong bank statement bearing the applicant's residential address—normally issued within the preceding six months—has been accepted under the Program's current-documentation guidance.
A suitable utility bill or other recognised proof may also be acceptable. The case officer may request updated or alternative evidence.
Where incorporation is included in the selected package, the first-year company assistance may cover incorporation, registered-office services and agreed nominee support.
Thereafter, annual statutory maintenance and any professional services become payable. The Program's quoted managed-service charge is USD 2,500 per year, subject to the current renewal agreement.
Clients may appoint their own qualified providers; accounting, tax returns, licensing and bank fees are separate.
The principal financial-means assessment is ordinarily centred on the main applicant, who must demonstrate an ability to maintain the family and meet the Program obligations.
Accompanying dependants are not generally required to satisfy an identical independent wealth benchmark, although each adult is screened and may be asked for information relevant to their individual circumstances.
Mixed-nationality families, including families with French or Chinese nationality, may apply subject to individual eligibility and sanctions checks.
Sierra Leone's acceptance of multiple nationality does not remove restrictions imposed by another country; for example, China has its own nationality-law rules.
Personal information is shared with relevant Sierra Leone authorities, professional advisers, escrow and independent screening providers only as needed for the application or as required by law. No citizenship application can promise absolute secrecy.
Sierra Leone currently issues e-passports, and the original Program guidance gives a five-year ordinary passport validity. Government biometric infrastructure and overseas enrolment arrangements may change.
The Program's earlier operational guidance stated that passport production for overseas applicants could proceed without overseas biometric collection at that time, while National Identity Card and driver-licence biometrics required in-country enrolment.
Applicants must comply with the current government procedure at the time of issuance, including any newly introduced fingerprint or collection-centre requirement.
A standalone proof-of-net-worth report is not routinely required at initial submission under the current guidance, but all adult applicants undergo independent due diligence and the main applicant must demonstrate sufficient means to participate.
The screening provider or the government may request documents establishing the provenance of wealth or the source of the Program payment.
Applicants must not interpret the simplified initial checklist as an exemption from financial scrutiny.
No. GO-FOR-GROWTH is a program provider and is not a tax advisory firm. We can provide general information about the Sierra Leone program, company incorporation and the local operating environment, but we do not provide individual tax advice or recommend a particular tax structure based on a client's personal circumstances.
Clients requiring professional tax or corporate-structuring advice are referred to PKF Mason Hill — PKF Sierra Leone.
GO-FOR-GROWTH has established a professional relationship with PKF Mason Hill so that applicants requiring specialist advice can be introduced directly to an appropriately qualified advisory team.
Tax outcomes depend on an individual's residence, nationality, corporate structure, source of income, existing businesses and the tax laws of other jurisdictions with which they are connected.
These matters require professional advice based on the client's individual circumstances. Our role is to administer and facilitate the GO-FOR-GROWTH program. Where specialist tax advice is required, we refer the client to PKF Mason Hill.
PKF Mason Hill provides professional tax, accounting, audit, corporate, management consultancy and business-support services.
Their team combines local Sierra Leone knowledge with the resources and expertise available through the wider PKF international network.
GO-FOR-GROWTH can explain the application process, company-incorporation steps and the general operating environment in Sierra Leone.
All questions about tax rates, tax obligations, tax residency, tax reliefs, tax planning or the tax consequences of a proposed structure are referred to PKF Mason Hill (PKF Sierra Leone). We do not interpret tax law for applicants or give individual tax advice.
Applicants are not required to obtain tax advice simply to ask general questions about the GO-FOR-GROWTH program.
However, where a client requires tax advice, tax planning or advice on an international corporate structure, our policy is to refer the client to PKF Mason Hill rather than provide that advice ourselves.
This keeps a clear separation between GO-FOR-GROWTH's role as program provider and the role of appropriately qualified professional tax advisers.
GO-FOR-GROWTH does not advise on corporate income tax rates or calculate corporate tax liabilities. We refer this question to PKF Mason Hill (PKF Sierra Leone) for current rates and their application to the company concerned.
Eligibility for reduced corporate tax rates, exemptions or investment incentives requires specialist review. We refer all such questions to PKF Mason Hill (PKF Sierra Leone) rather than providing tax-rate or eligibility advice.
The tax consequences of branch operations and the remittance of branch profits depend on the relevant law and facts. GO-FOR-GROWTH refers this question to PKF Mason Hill (PKF Sierra Leone) for professional advice.
Withholding taxes can apply differently depending on the type of payment, payer, recipient and applicable reliefs. For current rates, exemptions and compliance requirements, we refer all enquiries to PKF Mason Hill (PKF Sierra Leone). GO-FOR-GROWTH does not provide withholding-tax advice.
Whether intragroup dividends qualify for any withholding-tax exemption is a matter for a qualified tax adviser. We refer this question to PKF Mason Hill (PKF Sierra Leone) and do not make eligibility determinations.
GST rates, registration thresholds, exemptions and treatment of particular transactions should be confirmed by a professional adviser. All GST questions are referred to PKF Mason Hill (PKF Sierra Leone).
Capital gains tax treatment depends on the asset, taxpayer, transaction and applicable reliefs. GO-FOR-GROWTH refers questions about capital gains taxation to PKF Mason Hill (PKF Sierra Leone) rather than giving tax advice.
International transfers of company profits or capital must comply with applicable banking, corporate, regulatory and tax requirements. GO-FOR-GROWTH can assist with the administrative or banking introductions included in the selected package. All tax questions concerning repatriation are referred to PKF Mason Hill (PKF Sierra Leone); applicable transfer and regulatory conditions must also be confirmed with the bank and qualified legal advisers.
Thin-capitalisation, interest-deduction and related-party financing rules require a specialist assessment. We refer these tax questions to PKF Mason Hill (PKF Sierra Leone) and do not recommend particular debt-to-equity ratios or financing terms.
There is no GO-FOR-GROWTH-approved structure for tax efficiency. The appropriate structure depends on the applicant's commercial needs, personal and corporate circumstances and cross-border obligations. Tax structuring questions are referred to PKF Mason Hill (PKF Sierra Leone) and relevant overseas advisers.
A foreign parent company is not automatically preferable to a domestic ownership arrangement. GO-FOR-GROWTH can explain the administrative incorporation options, but all questions about the tax or financial advantages of a foreign parent are referred to PKF Mason Hill (PKF Sierra Leone).
The tax treatment of capital contributions depends on the precise transaction and applicable rules. GO-FOR-GROWTH refers this question to PKF Mason Hill (PKF Sierra Leone); we do not confirm that a particular contribution is tax-free.
Whether incoming dividends are taxable, exempt or eligible for relief requires professional review of the applicable law and ownership arrangement. We refer this question to PKF Mason Hill (PKF Sierra Leone).
Shareholder financing may be possible subject to company, banking and other legal requirements. GO-FOR-GROWTH does not recommend loan terms or confirm the tax consequences of shareholder lending. We refer loan-structure and related tax questions to PKF Mason Hill (PKF Sierra Leone), with corporate legal advice as necessary.
A zero-interest loan does not automatically mean that a transaction has no tax consequences. GO-FOR-GROWTH refers all questions about interest-free shareholder loans and their taxation to PKF Mason Hill (PKF Sierra Leone).
Cross-border or upward loans can raise company-law, financing and tax issues. GO-FOR-GROWTH refers the tax and structuring aspects to PKF Mason Hill (PKF Sierra Leone), with legal and banking advice where required. We do not approve or recommend any particular lending structure.
The tax treatment of funds received under a loan depends on the transaction's proper legal and accounting characterisation. We refer this question to PKF Mason Hill (PKF Sierra Leone) rather than treating all loan receipts as tax-free.
Repayment of loan principal may have different tax and reporting consequences depending on the circumstances. GO-FOR-GROWTH refers this question to PKF Mason Hill (PKF Sierra Leone) for a transaction-specific assessment.
Interest income, interest deductibility and any withholding obligations require professional tax advice. We refer all questions on the taxation of loan interest to PKF Mason Hill (PKF Sierra Leone).
A Sierra Leone company may explore legitimate overseas operations, contracts and assets subject to applicable corporate, licensing and regulatory requirements. Whether income from those activities is taxable, or where it must be reported, is a question for PKF Mason Hill (PKF Sierra Leone). GO-FOR-GROWTH does not advise on offshore income taxation.
Worldwide-income taxation and the distinction between resident and non-resident taxpayers require an assessment of the current law and individual or corporate circumstances. GO-FOR-GROWTH refers all such enquiries to PKF Mason Hill (PKF Sierra Leone) rather than providing rules on what income is or is not taxable.
GO-FOR-GROWTH does not recommend profit-extraction strategies, dividends, shareholder loans or other arrangements as tax-efficient. These questions are referred to PKF Mason Hill (PKF Sierra Leone) for professional advice specific to the company and its owners.
A dividend payment may involve company-law, accounting and tax obligations. For the tax treatment, withholding requirements and potential reliefs, GO-FOR-GROWTH refers clients to PKF Mason Hill (PKF Sierra Leone) instead of quoting a tax rate or confirming an exemption.
A Sierra Leone company may undertake legitimate international activities where permitted by the relevant company, regulatory and licensing rules.
